UGC will be releasing a notification regarding the statement of Human Resource Development Minister Prakash Javadekar.

In his statement Prakash Javadekar mentioned that at the time of admission there is no need for the students to submit any of their original academic as well as personal certificates.

As per UGC notification that is yet to be released on refund of fees and non-retention of official documents by the institute, if the students withdraw their admission from any programme, they will get the fees refunded by the institute according to the minister.

 

Now there is no need for the students to submit any of their original documents at the time of admission and if the students withdraw their admission from the programme, they will get refund of fee from the institute” said Javadekar.

 

There are many colleges that take the original certificates from the students at the time of submission of the admission form and which have the policy of not returning the admission fees. This causes the students to forcefully continue the programme and drag it to the end from the starting period even if they want to discontinue the programme.

 

The notification will be applicable for the Under Graduate, Post Graduate and Research Programmes run by Universities included under Section 2(f) of UGC Act.

In the year or Semester in which the student wants to engage in academic activities the Higher Education Institutions can charge fees in advance only for that semester or year according to a statement made by the HRD Minister.

 

The statement said, “The collection of advance fees for the entire programme of study is strictly prohibited”.

There is a particular procedure prepared for the institutes to refund the fees, in case of a student withdraws from the programme.

 

Check the following manner in which the fees is to be refunded:

100%: in case of a student deciding to withdraw 15 days or more before the formally notified last date of admission. Not more than 5% will be deducted from the fees paid by the student as processing charges. It will be subject to a maximum amount of Rs. 5000.


90%: 90% fees will be refunded back to the student in case if a student decides to withdraw within 15 days before the formally notified last date of admission.

80%: 80% fees is to be refunded back to the student in case if a student decides to withdraw within 15 days after the formally notified last date of admission.

50%: 50% fees is to be refunded back to the student in case if a student decides to withdraw between 16 days and 30 days after the formally notified last date of admission.

NIL: No fees is to be refunded back to the student in case if a student decides to withdraw after 30 days of the formally notified last date of admission.
