The Muslim Women (Protection of Marriage Rights Protection) Bill 2019 was introduced in the Lok Sabha on June 21, 2019. During this, there was also a scathing dispute between the parties and the opposition on the issues and procedural issues of the proposed bill.

The government on Friday introduced The Muslim Women (Protection of Rights on Marriage) Bill, 2019, also known as the triple ‘talaq’ Bill in the Lok Sabha, the first legislation of the Modi government in its second term, amid protests by Opposition members, who claimed it was violative of the Constitution. 

When the proceedings for submitting the bill in the house started, the All India Majlis-e-Ittehadul Muslimeen member Asaduddin Owaisi raised an objection to this bill. On this, Chairman Om Birla said that the objection can only be made when the bill is introduced to Law Minister Ravi Shankar Prasad in the House.

Asaduddin Owaisi's objection got support from several opposition leaders, including Congress leader Adhir Ranjan Chaudhary. Presenting the bill, Ravi Shankar Prasad said that the bill is for providing justice to Muslim women. The Supreme Court had said the practice of divorce was illegal and said that the government should make laws in this regard. After the Supreme Court's order, there are 229 such cases.

In the Muslim Society, the new Bill related to the Teen Talaq is aimed at curbing the practice of Talaq-e-biddat, which was introduced in the Lok Sabha on Friday. According to the list of Action related to the Lok Sabha, 'Muslim Women's Marriage Rights Protection Bill, 2013' was introduced in the Lok Sabha. After the completion of 16th Lok Sabha term last month, the previous bill was ineffective as it was pending in the Rajya Sabha. Indeed, the bill becomes ineffective after the dissolution of the Lower House (Lok Sabha) in the case of passing of a bill in the Lok Sabha and pending in the Rajya Sabha. The government had issued three Teen Talaq Ordinance twice in September 2018 and February 2019. The reason for this is that after the passage of this controversial bill in the Lok Sabha, it was pending in the Rajya Sabha. Under the Muslim Women (Protection of Rights on Marriage) Ordinance, 2019 Teen Talaq is illegal, and the husband may be sentenced to up to three years imprisonment for this.

Shashi Tharoor, Asaduddin Owaisi objected

• Congress MP Shashi Tharoor, Revolutionary Socialist Party's NK Premchandran and Asaduddin Owaisi expressed objection while saying that this violates many constitutional provisions and fundamental rights.
• Ravishankar Prasad dismissed these objections, saying that the proposed law has been passed twice this year in 2017 and 2018 and it is about the respect and honour of Muslim women.
