Ensuring hands-on learning of the functioning of the police, Home Minister Rajnath Singh launched the Student Police Cadet (SPC) programme in Haryana on Saturday, July 21, 2018. 

While the Human Resources Development Minister Prakash Javadekar and Chief Minister of Haryana Manohar Lal were present on the occasion, the Home Ministry sponsored programme has been designed to build a bridge between the police and the school students. 

The programme focuses on students of class VIII and IX. 

What is SPC programme?
Student Police Cadet or SPC programme is a special initiative taken by the Home Ministry for school students. The programme is all set to emphasis on field demonstrations and hands-on learning of the functioning of the police. The programme neither has any prescribed textbook nor any exam envisaged. The students will attend once a month class. 

Who launched the SPC programme?
The SPC programme was launched by Home Minister Rajnath Singh in presence of Human Resources Development Minister Prakash Javadekar and Chief Minister of Haryana Manohar Lal besides others.
 
Syllabus 
The syllabus can be divided into two broad categories 
I: Crime prevention and control
II:  Values and ethics.    

Crime prevention and control
Community policing, road safety, fight against social evils, safety of women and children, fight against corruption and disaster management

Values and ethics
Values and ethics, respect for elders, empathy and sympathy, tolerance, patience, attitude, team spirit and discipline.

The government launched the SPC programme to make students responsible citizens.

The Student Police Cadet programme is far-sighted youth development programme that facilitates the development of today's youths into discipline, capable and responsible citizen.

The programme is designed by Senior Police officers and experienced educationalists. 

An amount of Rs. 67 crore has been released to the States for implementation of the programme.

The programme shall be at first implemented in Government schools. 

The programme will not have any prescribed textbook or require an exam but only involve one class in a month.

HRD minister Javadekar said coordination would be established between the academic curriculum and the SPC programme. About four crore students of classes VIII and IX across the country would be associated with the programme, Javadekar said. 

 A Handbook has been prepared by the Bureau of Police Research and Development for imparting instructions with the support of NCERT.

Special care has been taken to ensure that it does not lead to an increase in the workload of the students.

Khattar announced that participating cadets would be given preference in recruitment to the Haryana Police. The state government would soon recruit 6,000 police personnel, he added.

The programme will be steered by a state-level committee to be headed by the State Principal Secretary, Home Department, with the Principal Secretary, Education and Director General of Police as members.   

The SPC programme will provide a healthy interface between schools and police. 


The student cadet programme was launched nationally by the home minister from Tau Devi Lal Stadium, Gurgaon.
