Himachal Pradesh Public Service Commission Can’t Hide Written Exams and Interview Scores

Himachal Pradesh Public Service Commission will not hide information and marks related to written examination and interview for various categories of jobs. Who has given the number; the candidates will have to give information.

While disposing of the appeal, the State Information Commission has taken this decision. The Information Commission has upheld the decision of the Public Service Commission’s confidentiality.

While disposing of the RTI appeal of Moni Kaushik, Mandi resident, State Information Commissioner Sushil Chandra Srivastava ordered the full information of the applicant. The applicant had sought information on five points related to the post of Assistant Professor College Cadre in the Higher Education Department.

Now this will be the arrangement:
The Public Information Officer has argued that information related to the scores of candidates who pass both screening exams and interviews cannot be given to the applicant because this is third-party information.

The Public Information Officer has also forwarded the copy of a decision taken in the meeting of the Secrecy Branch on April 10, 2018, on behalf of the Public Service Commission. Accordingly, according to previous practice, when the concerned department will send a message, then the result will be available on the official website of the department.

The number is taken in every paper, the candidate’s rank in the examination, the cut off a percentage or cut off marks and the number of points taken in the interview by the candidate, all this information will be given by the Secrecy officer to the computer cell.

What does the RTI Act say?
This information will be given by the respective candidate after using his login-in-user id. Apart from this, no information will be given through neither hard copy nor soft copy.

The Information Commission found that such a decision is against the spirit of the RTI Act 2005. This verdict is against Section 4 (2), 3 and 4 of the RTI Act. The RTI Act states that there should be at least privacy in government functioning.

The RTI Act also overrides the Official Secret Act, 1923. In such cases, when the selection process is complete, the applicant has the right to know the scores of other successful candidates also. Full details of selected candidates will be given. If the applicant is still dissatisfied, then he can come back to the commission.
