The Centre would conduct crash course for those IAS and IPS officers who could not complete foundation course after their induction into the services.
The Department of Personnel and Training has decided that officers of previous batches who have not done Foundation Course (FC) so far, will be required to undergo a 15-day crash course or "special foundation course" of normal duration.
In a letter to all cadre controlling authorities, the DoPT has sought the names of the officers willing to undergo one of these courses.
It has also sought their views on having such short-term programmes for members of other government services in case they have missed it.
"It has been observed that in the Indian Administrative Service (IAS), the Indian Police Service (IPS) and the Indian Forest Service (IFoS), weightage is assigned to performance in foundation course (FC) for the purpose of fixation of inter-se seniority.
"Therefore, for those officers where clearing of FC has an implication for fixation of inter-se seniority or for confirmation in the service, FC has to be completed," the DoPT said in its letter.
Other Group "A" services participating in civil services examination do not assign any weightage to FC for fixation of seniority or for confirmation in service, it said.
The basic purpose of having the FC is to provide opportunity for intermixing of the officer trainees allocated to various services.

"Therefore, it is felt that at this stage asking officers of previous batches to mandatorily undergo FC training, will not serve the purpose for which it is meant," it said seeking participation of officers in the special course.
