Citing violation of procedures, a section of AIIMS faculty has
sought the intervention of the Election Commisison to put on hold the
appointments of 148 Assistant Professors till the new government is
formed.
"As per model code of conduct, ministers and authorities are restrained from making appointments which may have the effect of influencing the voters in favor of the party in power.
"Since the result of the election is going to be declared on May 16, and thereafter new Government will take over soon, it would raise doubts if the present dispensation rushes through the issuing of appointments in the absence of any contingency that might give even an iota of legitimacy for such hurried recruitment process," said a group of doctors under the banner Forum for Rights and Equality, AIIMS.
Further, the doctors alleged that ongoing recruitment process violates the Centre''s guidelines on representation of Scheduled Tribes (ST), Scheduled Castes (SC) and Other Backward Classes (OBC).
The All India Institute of Medical Sciences authorities had on November, 2012 invited applications for 148 posts of professor. Of these advertised vacancies, 20 were for unreserved category, 13 for OBCs and four for SCs.
"It is pertinent to note that these faculty posts were advertised more than a year ago. The rule make it clear that delay of more than a year requires that AIIMS ought to advertise them again as a fresh pool of applicants eligible for these posts could apply," the letter said.
"Not doing so will automatically deny these potential applicants the opportunity to compete. This not only limit the choice of the selection committee to select candidates from limited pool, but is also violative of the Law," it said, adding that despite protests selection interviews for Assistant Professors started on the February 25, 2014 which is a blatant departure from the established norms.” AIIMS reservations roster is faulty and not consistent with the guidelines of Department of Personnel and Training (DoPT), doctors said in their letter.
Further, the group of doctors under the banner Forum for Rights and Equality demanded that the “extra-ordinary” Institute body and Governing body meetings scheduled for May 12 should be postponed as the model code of conduct is in force and the elections results will be out on May 16.
