Central Board of Secondary Education (CBSE) has introduced new attendance guidelines for Class 10 and Class 12 students. The guidelines have been introduced to check the poor performance of the students in the examinations.
CBSE has issued a notice regarding this to all the heads of the school affiliated to the Board. “As per the Examination Bye-laws of the Board it is essential for every student to complete the required percentage of attendance and the rules of the examination Bye-laws in this regard are…,'' notice states.
The Board has specified the attendance requirements for students to be eligible to appear for Class 10th and 12th examinations. It has issued a new set of rules in order to specify the minimum required attendance. The decision has come after the analysis conducted by the CBSE for the 2019 results. The results indicated that students with short attendance performed poorly in the examinations.
CBSE Analysis for 2019 Results
- It has been found that students and parents are not submitting the necessary documents and certificates of competent authorities while seeking exemption from school.
- Also, there are some schools that were not adhering to the schedule for the submission of required documents and certificates.
- Cases of short attendance were not being reported to the CBSE. While CBSE observed that the students are not attending school on a regular basis.
CBSE Bye-laws to Deal with Short Attendance
The Central Board of Secondary Education (CBSE) has prepared some Standard Operating Procedures to deal with students having attendance less than the prescribed percentage. The steps have been taken to ensure the importance of the classes and attendance. The Board has also asked the schools to communicate the information and rule position to students and parents.
As per the New Guidelines of CBSE for Condonation of Shortage of Attendances

- Inform about the importance of attendance and classes to the students and their parents

- Educate the students and parents to relevant rules regarding the attendance requirements during the academic session

- Inform the parents and students on what grounds can the short attendance be condoned

- Ask for a medical certificate from students and parents in the support of the reason for applying leaves.

- In the case, students not attending classes regularly, warn both the students and their parents

- Schools are required to keep and maintain a record of students with short attendance.

- Schools are to recommend the cases as per the Examination bye-laws only

- Attendance will be calculated as on 1st January of the academic session

- Shortage of attendance cases received in the concerned Regional Office up to the 7th of January of the academic session of Class X or XII.

- No case will be accepted after the 7th January for the academic session of Class X or XII
-
- Short attendance cases without Mandatory documents will be summarily rejected.
