Punjab to appoint doctors with diploma as specialist
Keeping in view non-availability of specialist doctors holding MD/MS degree, Punjab Government  on Sunday permitted the Health and Family Welfare Department to fill the posts of radiologist, anaesthetist, gynaecologist, psychiatrist and paediatricians with those having diplomas through walk-in-interview.

The decision to this effect was taken by the council of ministers in its meeting held here under the chairmanship of Chief Minister Parkash Singh Badal, an official spokesman said.

"This decision has been taken to overcome the prevailing scarcity of super-speciality doctors on one hand and to provide the best health care facilities to the people on the other," the spokesman said.

At present, 117 posts of super-speciality doctors are vacant in pediatrics, 25 in gynecology, 38 in radiology, 57 in anesthesia and 29 in psychiatry in state hospitals.

To implement the Food Safety and Standard Act properly, the cabinet also approved creation of 48 new posts besides giving sanction for upgrading 25 existing posts in category of State Drug Controlling Authority, Food Safety Officers, Public Analyst, Government Analyst (Drugs) and Drugs Control Officer in the Health and Family Welfare Department.

It was mandatory for the state to implement the Drugs and Cosmetics Act to provide quality medicine, blood and cosmetics to consumers and stop unauthorised sale of harmful products.

The health department has set up the Commissionerate of Food and Drugs to ensure the implementation of the Act.

To enhance efficiency and discipline, the Cabinet gave approval to reduce the time limit for passing the departmental examination for IAS and PCS officers from two-and-a-half years to one-and-a-half years by amending the Punjab Civil Services (General and Common Conditions of Service) Rules, 1994.

To overcome the shortage of staff and bring in efficiency in the administration, the Cabinet has approved to withdraw all instructions regarding five years'' special leave to Punjab Government employees for the purpose of self-employment, the spokesman said.

Under the Punjab Private Universities Policy-2010, the Cabinet also approved setting up of two self-financed universities -- Surya World University at Bapror in Patiala district and Akal University at Talwandi Sabo in Bathinda -- to impart quality higher education.

The Cabinet also accorded approval to the Punjab State Power Corporation Ltd (PSPCL) to take necessary steps to ensure coal supply from Panem to thermal power plants.
