Paliwal, a retired 1981 batch IAS officer, was appointed as new Chairman of the Commission in January 2018. His resignation comes a day after Reserve Bank of India Governor Urjit Patel has resigned from his post, making him the first governor since 1990 to step down before his term ends.

The report comes two years after the Allahabad High Court declared illegal the appointment of Dr. Anil Yadav as UPPSC Chairman. Following the court order another allegation, that of "favouritism in selections" done during Dr. Yadav's regime as Chairman of the prestigious institution will be under the scanner.
